$73,638.86 - $117,527.07 Annually

REQUIREMENTS AND PREFERENCES:


The Broward County Board of County Commissioners is seeking qualified candidates for the position of REAL ESTATE OFFICER, REAL PROPERTY SECTION.

General Description


The Real Property Section provides professional asset management and consultation on matters affecting Broward County real property interests. The Real Estate Officer serves as a lead member of the Real Property team and performs professional real estate work including planning and scheduling acquisition projects via purchase or lease; negotiates real estate purchases, dispositions and leases for County purposes; performs on-site negotiations for acquisitions, dispositions and leases of real property; and records and maintains data in a variety of databases for tracking of County-owned, leased, and surplus parcels. Position is responsible for managing an inventory of owned and leased real property; manages disposal of surplus real property; drafts leases, contracts, easements, and acquisition/conveyance deeds; and prepares and reviews agenda reports for submission for County Commission presentation.

Position works independently, under limited supervision, reporting major activities through periodic meetings and written reports.


Minimum Education and Experience Requirements


  • Requires a Bachelor's degree from an accredited college or university with major coursework in business, real estate or closely related field.
  • Requires six (6) years experience in commercial real estate sales, appraisal, title review, and leasing or closely related experience including two (2) years of supervisory or lead work experience in the real estate field.

Special Certifications and Licenses Required


  • Florida Licensed Real Estate Sales Associate
  • Must possess and maintain a valid Florida Class E Driver's License for duration of appointment.

Preferences


  • Master’s degree in Real Estate or closely related field
  • A second graduate-level degree or higher in a separate but relevant discipline (e.g. MPA)
  • Florida Real Estate Broker's License
  • International Right of Way Association (IRWA) Certification
  • Florida Title Insurance Agent License
  • At least one year of experience as a Licensed Florida Surveyor and Mapper.
  • At least one year of experience as a Certified Florida Residential Real Property Appraiser, General Appraiser, Certified Florida Appraiser (CFA), or Certified Assessment Evaluator (CAE).
  • At least six (6) years of experience in commercial/industrial leasing.
  • At least six (6) years of experience in title examination.

DUTIES AND RESPONSIBILITIES:


The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.


  • Negotiates real estate purchases and leases for County purposes; performs on-site negotiations for acquisitions and leases of real property for County purposes; enters data in various spreadsheets for property parcel tracking of County-owned, leased, and surplus parcels.
  • Manages property inventory of owned and leased real property; manages disposal process of surplus real property; drafts leases, contracts, easements, and acquisition/conveyance deeds.
  • Reviews subordinates' agenda reports and write agenda reports for submission for County Commission presentation.
  • Reviews subordinates' written work product for accuracy and content. Leads subordinates through vacation abandonment of property interests; coordinates quarterly performance reports; prepares biweekly attendance time sheet memo for payroll liaison; oversees weekly update of real property databases and spreadsheets; prepares Annual Performance Evaluations of subordinates.
  • Performs related work as assigned.
