Our client was one of the first investment management firms to become active in the public-private partnerships market in North America and have been investing in infrastructure for fifteen years. They are forming a Special Purpose Vehicle “SPV” for the purposes of developing vertical infrastructure in the Washington DC Area.
The Opportunity
Our client is seeking a full time Project Director for the Design and Construction Phase of a large scale P3 (Public Private Partnership) Project. This phase (which will include a handover period prior to the Services Period) is expected to last approximately three years with Project Readiness targeted by the end of 2023.
Key Responsibilities
• Provide leadership to all aspects of operations during the Design and Construction phase.
• Develop and/or modify systems and structures to ensure performance of the SPVs contractual obligations.
• Ensure reports and notices are delivered as required by the SPV to the client, shareholders and lenders and where required, draft such notices and assemble reports.
• Ensure compliance with all legislative and regulatory requirements.
• Develop and achieve business plan targets per the financial model and annual budgets.
• Carry out policies established by the Executive Committee.
• Deliver monthly written and oral reports to the Executive Committee and other stakeholders.
• Identify, monitor and manage risks and report results.
• Manage the dispute resolution process and disputes, as required.
• Manage a small team including external consultancy support.
• Support the client and Construction Contractor with PR issues.
• Build and maintain relationships with project stakeholders, including client, contractors, shareholders, Lenders Technical Advisor, rating agency and others.
• Contract management and administration.
• Manage the SPV’s interest in third party claims.
Professional Experience/Qualifications
The Project Director, who will be located at the Project site in Maryland, will manage the delivery of the Project on behalf of the SPV by:
• Ensuring timely and quality performance of all obligations under the P3 contract.
• Managing SPV risks to ensure that all items required by the client are passed down to the Construction Contractor on a back-to-back basis.
• Building and maintaining relationships with all stakeholders and partners.
The Project Director will report directly to the SPV’s Executive Committee and will bring a proven ability to plan, organize and prioritize effectively to the role and will demonstrate integrity and ethical leadership. A proven ability to perform in a management capacity and multitask and problem solve in a fast-paced environment with limited resources is a must.
The Project Director will have over 5 years of experience in a senior position within an organization where he/she had responsibility for:
• At least one P3 project with a capital construction cost of more than $150 million and a contract duration greater than 15 years.
• Integrating design, construction, operations and maintenance on at least one project of similar complexity.
Education
Engineering, Construction or a Business Management degree required with a minimum 10 years’ relevant experience preferred.
