Position SummaryThe President of Construction is responsible for implementing the vision of PIRHL Contractors with the aim of maximizing return and minimizing risk for the company. This includes ownership and management of the company’s P/L consistent with defined goals for the construction company and each project (scope, schedule, budget). The POC will improve and maintain company-wide systems and procedures for reporting, project management, safety, customer interface, financial controls, and employee relations. The President of Construction directs all aspects of PIRHL Contractors and has authority over the company’s P/L.  

 

Essential Duties and Responsibilities(Must be able to perform the essential functions of this position with or without reasonable accommodation.)

 

  • Collaborate with the CEO to establish the vision for PIRHL Contractors LLC with a focus on production building, standards and process, profitability, and quality.   
  • Establish and reaffirm measurable standards of performance for PIRHL Contractors LLC and measure that performance against established goals.
  • Establish the annual budget and company goals based on staffing needs and the current and forecasted pipeline of construction work.  
  • The POC oversees three main divisions within PIRHL Contractors -- Preconstruction (which includes plan review, cost estimation, and procurement), Field Operations, and Project Management.  
  • Preconstruction: Oversee the VP of Pre-Construction to ensure standards, constructability, and value-engineering of site planning and architectural documents in a manner that is consistent to PIRHL’s Basis of Design. Ensure collaboration with development teams to establish scopes of work and budgets for new projects, ensure in-depth site evaluation, cost estimates, quantity takeoffs, and procurement of subcontractors and material.
  • Project Management:  Oversee the VP of Project Management to ensure project schedules are well designed, well communicated, and in a manageable format. Projects are adequately staffed with consistent reporting, review, and oversight to ensure we can deliver on the defined scope, schedule, and budget.  The POC drives urgency and necessary oversight for projects to remain on track.   
  • Site Operations: Oversee the VP of Operations to ensure work in the field is executed to plan. Projects are adequately staffed with consistent reporting, review, and oversight to ensure we deliver on the defined scope, schedule, and budget.  Job sites meet OSHA quality and safety standards.
  • Financial and Project Reporting:  Responsible for ensuring the accuracy and timely delivery of project updates and financial reports.  At a minimum, monthly reporting will be required on all work in process (KPI’s, buyout, schedule, billing, profitability). Keep CEO and other executive team members informed of major issues as they happen, opportunities and threats.
  • Performance Management / Personnel Development: Demonstrate the ability to lead, grow, and motivate construction teams to peak performance. Superior problem solving and customer relationship and management skills. The POC is responsible for ensuring adequate staffing across all divisions of the construction company, will conduct reviews for direct reports (up to 5), and approves salary increases and bonuses across the company. This position performs all the functions inherent in management through directing, planning, organizing, and coordinating including review and approval in the selection of Project Managers and Superintendents to assigned projects.
  • Collaboration and Transparency:  Although PIRHL Contractors has its own P/L with clearly defined contracts and firewalls, PIRHL as an organization fosters a highly collaborative (and transparent) environment where the development, construction, and finance departments work closely together to ensure we can fulfill our mission and meet the requirements of a project while maximizing profit. 
  • Process: Drive clarity and accountability through process and standards. Direct construction staff on the implementation of process and procedure to ensure consistency across all functions of PIRHL Contractors. Ensure PIRHL policies and procedures with respect to all divisions of PIRHL Contractors are effectively communicated.  This includes refining systems to improve the standardization of the product we build, the approach to buyouts and cost controls.  
  • Contracting Documents:   Ability to negotiate with a deep knowledge of structuring general contracts, subcontractor contracts, and procurement.  The POC will approve the award of subcontractor material and labor purchases, with CEO involvement.
  • Relationship Management: Build relationships with Owner, Agencies, and other project ownership interests to establish trust and confidence.  Develops and maintains client liaison for active projects and acts in an advisory capacity to current clients, maintaining close liaison by conferring on existing and/or potential services.
  • New Business Development:  All of the members of the executive team have a responsibility to support new business development and improve margins to increase profitability.  Attend or assign appropriate staff for visits to prospective development sites to advise Development Team on potential cost impact issues.  Review and thoroughly understand State requirements and guidelines with regards to the design of development.
  • Demonstrated knowledge on how a project moves through its lifecycle at PIRHL.
  • Commitment to continuous improvement / incorporating lessons learned. 

 

Knowledge / Experience required to perform the essential responsibilities of the position:

  • Bachelor’s degree in Construction or Engineering or a related field.
  • Fifteen (15) years+ of construction leadership experience and at least 7 years as President/COO/Divisional Executive leading project teams, preferably from a development organization that has an integrated construction arm. 
  • Twenty (20) years+ of experience coordinating the construction of mid to large size multifamily wood frame construction projects. Ideally, this candidate shows a long-term progression through the ranks of the construction industry with early experience in the trades or serving as a site superintendent, working up to a project manager role, etc. across multiple states. 
  • Comprehensive knowledge of the means and methods of multifamily wood-frame construction, subcontracting, building and site design, reading and interpreting construction documents, and construction management with a demonstrated track record of success in construction project management.  
  • Preferred candidates will have a working knowledge of the affordable housing industry and experience working with projects that utilize Low-Income Housing Tax Credits (LIHTC) across multiple states.
  • Knowledge of OSHA safety standards as it applies to the construction industry.

  • Technology: Strong knowledge of project scheduling software such as Microsoft Project or PS-6, project management platforms such as ProCore, suite of Microsoft office software.
  • Experience with Construction Cost Estimation.
  • Experience with federal reporting processes including Davis-Bacon, MBE/WBE, Section 3.
  • Ability to travel (1 week /month at most) throughout South East, Mid-Atlantic and Mid-Western U.S.

 

Supervisory responsibilities of the position:

  • Supervise Vice Presidents of: Preconstruction, Field Operations, Project Management
  • Provide guidance and direction to subordinates, including setting performance standards and monitoring performance

 

Financial responsibilities of the position:

  • Monitors, guides, and has full control and responsibility of all project financial balance sheets
  • Reports the fiscal status of the project on a daily, weekly and monthly bases to both internal and external project stake holders
  • Works directly with the corporate accounting department to ensure the accurate and timely management of project financials

 

Physical Working Conditions:

  • Corporate office environment with minimal exhortation
  • Construction operations site with moderate exhortation  

 

Physical Effort Required:

  • Generally, no physical effort is required.  Light physical effort may occasionally be required during site visits.
