Community HousingWorks is seeking a Vice President of Development to lead, manage and hold staff accountable, in all aspects of multifamily real estate development projects such that the organization achieves its financial and mission impact goals, including:

  • Supervise and develop staff (60%);
  • Implement CHW protocols and as needed, develop templates, policies and procedures that help standardize the work in the department (10%);
  • As guided by the Senior Vice President and in collaboration with the Vice President of Forward Planning, prepare and represent to stakeholders responses to Request for Presentations (RFP) and Request for Qualifications (RFQ) (25%);
  • Represent the organization and its goals in policy initiatives, as directed by the Senior Vice President, and support and assist the Senior Vice President as directed (5%).

The Vice President of Development will lead a project management team of 10 and will report to the Senior Vice President of HRED. Other key HRED team members include:

  • Vice President of Forward Planning - responsible for the initiation of new projects,
  • Director of Project Finance - responsible for creation of successful and sustainable project financing structures and projections, and
  • Senior Project Accountant - maintains project

The Vice President of Development will collaborate with other members of CHW’s executive leadership, including Achieve resident services, Asset Management, Advancement, and Finance (Accounting) among others.

Roles and Responsibilities

  • To ensure that the team achieves the financial and portfolio addition goals set out by the department and the organization overall;
  • To deliver well-designed and cost effective developments with sound fees, cash flow, sustainable long-term financial performance, and meeting mission impact objectives;
  • To contract for professional services and construction to attain the objectives and protect the best interest of the organization;
  • To help the organization anticipate short and long term market trends and impacts by engaging in strategic thinking and planning;
  • To develop and maintain key partnerships and relationships, including stakeholder relationships in association with assigned responses to RFQ/RFPs, and as further assigned by the Senior Vice President;
  • To implement CHW policies and procedures, and as needed, to develop templates, policies and procedures that help standardize the work in the department in order to increase efficiency and project manager project loads;
  • To lead the department in completion of successful applications for public financing, and as assigned by the Senior Vice President and in collaboration with the Vice President of Forward Planning and Director of Project Finance, to lead responses to RFQs and RFPs;
  • Experience in physical due diligence of existing multifamily developments, understanding of critical systems to evaluate, and lead creation of scope for substantial renovation;
  • To lead the team in the planning, implementation, and development of complex and large-scale affordable housing and mixed use projects from transfer from acquisition team within the department through financing, design, construction and occupancy;
  • To review funding documents with the Project Managers and Senior Project Manager, assist the team in negotiation of terms, and recommend and advise the Senior Vice President for final execution documents;
  • To provide expertise and leadership to housing and community development advocacy and policy development;
  • To be able to perform and supervise others in all elements of the Senior Project Manager and Project Manager job descriptions including design, entitlements, contracts, construction, and affordable housing finance including tax credit and loan documents, city agreements, funding and allocation applications;
  • To communicate and collaborate with leaders of Achieve resident services and Asset Management to assure projects’ long-term financial viability and support of CHW’s resident population;
  • To support and assist the Senior Vice President as directed.

Education & Experience:

  • Master’s degree in urban planning, public administration, business, real estate or related field desired;
  • At least ten years of experience in project management for affordable housing, either in a nonprofit or for-profit, utilizing low income tax credit financing;
  • At least three years performing such in California, directly with a developer.
  • At least two years of experience directly supervising a team of project managers;
  • Experience with financing, lending or investing in low income housing tax credits (LIHTC) or other related business;
  • Entitlement, community planning and contract management experience desired.
