Reports to:     Chief Operating Officer

Summary:

The Senior Director of Real Estate & Facilities Management will oversee all property owned and leased by Heading Home, which includes approximately a dozen buildings the organization owns, a similar number of master-leased buildings, and several hundred leased scattered-site apartments. This person will also manage any maintenance required for the Heading Home offices. Responsibilities include upkeep of owned properties; management of the Real Estates and Maintenance Team; and oversight of landlord relationships, unit acquisition, and occupancy. The position involves considerable interface with both individual and family programs to ensure that properties meet program needs and are maintained appropriately. This is a strategic position requiring a resourceful leader who can design, implement, and refine organizational systems and processes and can work effectively across departments and with outside partners and vendors.

Responsibilities:

  • Oversee management of agency’s physical assets, both leased and owned
  • Supervise the Real Estate and Maintenance team, property management staff and departmental administrative support
  • Develop and oversee property management plans, including preventive maintenance, and safety/liability procedures, and capital planning
  • Oversee relationships between Heading Home staff, landlords, and the Maintenance team.
  • Collaborate with program staff to nurture relationships with landlords, follow-up on property management issues and landlord concerns, and mobilize the Maintenance team and outside vendors when appropriate
  • Oversee timely lease renewal of all units.  Track lease dates and follow through on all aspects of the renewals
  • Oversee, with team, the conducting of the initial, annual, and special inspections of units according to Housing Quality Standard (HQS) and Rent Reasonableness guidelines as required by HUD.
  • Ensure quality of and compliance with the agency’s property database and systems for tracking and implementing new leases and lease renewal, unit turnover, timely occupancy, insurance claims, rent invoicing to Finance, and client payments
  • Work with program staff to promote housing stability and payment of client charges wherever possible
  • Work with outside counsel on property-related legal issues as needed
  • Track and report key metrics related to real estate and facilities management
  • Collaborate with Development staff to obtain funding for capital and other real-estate-related expenditures
  • Correctly use Appfolio and ETO (Efforts to Outcomes) databases
  • Support and collaborate with the Real Estate Committee of the Board of Directors
  • Perform other related duties as required. This is a new position, and the job description is likely to evolve as the organization learns more about what is needed and what staffing structures will best support organizational objectives
  • Other duties as assigned

Requirements:

  • Ten-plus years’ experience in maintenance and property management.  Leasing experience preferred
  • Bachelors Degree or equivalent experience in a trade such as carpentry
  • Creative systems designer and implementer

  • A valid Massachusetts driver’s license in good standing and access to use of a vehicle
  • Five years’ supervisory experience

  • Experience in human or social services setting, particularly with homeless and formerly homeless populations a plus

  • Knowledge of government-funded housing programs and their requirements

  • Demonstrated ability to build systems and think at a system level

  • Strong planning and organizational skills, and ability to work well with managers, peers, direct reports and internal and external partners

  • Excellent verbal/written communication and collaboration skills

  • Computer proficient, particularly on Microsoft Office

  • Ability to learn and to use on-line Applications

  • Excellent strategic thinker
