The Community Housing Improvement Program (CHIP) is a membership organization supporting multifamily building owners and property managers for rational, business-friendly policies, and regulations.  Founded in 1966 to fight rent regulations and help apartment building owners to survive in New York, CHIP currently represents owners of more than 4,000 apartment buildings in New York City and has been a leader in State and City housing policy for over 50 years.  Membership for the organization stands around 1,800 members. CHIP is a full-service support system for the real estate industry.  The organization publishes the New York Housing Journal, the best source of information in the industry, which provides members with real time news and information. CHIP educates members with at least seven annual seminars on matters such as the Tenant Protection Unit, deregulation of apartments, energy conservation compliance, violations compliance, evictions, and understanding new laws and regulations. CHIP lobbies on behalf of its members and intervenes in legal proceedings where important principles of concern to the industry are at stake; CHIP also initiates lawsuits and other actions against the government where necessary to protect building owner rights.

 

CHIP represents thousands of apartment building owners across New York City's five boroughs and has been a key player in City and State housing policy for over 50 years. CHIP’s key initiatives include the following:

  • CHIP provides a telephone helpline to answer owners' questions about City and State agencies and to help owners navigate the bureaucracy.
  • CHIP defends the multifamily industry at the City Council, in Albany, and in Washington, D.C.
  • CHIP educates members with at least seven annual topical seminars on important matters such as Lead Paint, Benchmarking, new laws and regulations and how best to comply.
  • CHIP intervenes in legal proceedings where important principles of concern to our industry are at stake.
  • CHIP disseminates information and reports important housing news by publishing the New York Housing Journal eleven times per year and keeps you current with frequent email blasts.
  • CHIP advocates on behalf of every member as the leading voice in the fight for building owner rights.
  • CHIP encourages the exchange of information by providing opportunities for members to network.
  • CHIP maintains a list of product and service vendors who have successfully completed projects for other CHIP members.

 

CHIP’s Impact Over the Years

 

  • CHIP led the campaign to win vacancy decontrol of rent controlled units in 1971, and the New York State “Urstadt Law” limiting New York City’s power to add stricter regulations.
  • CHIP also helped win fuel and labor pass-alongs.
  • CHIP fought universal water metering in the 1980’s and won

Moratoriums on metered billing in the “90’s to save low income, high population density housing from unaffordable doubling and tripling of water costs.

 

  • CHIP is still pushing for new equitable billing methods and pass-alongs.
  • In 1993, and 1997, CHIP was a leader in winning rent law reforms providing luxury decontrol, relief from overcharge penalties, and deposit of rent legislation.
  • CHIP is still at the forefront of the battle to win vacancy decontrol for all apartments and real deposit of rent in housing court. The organization is also fighting to stop City and State Agencies from burying owners with costly paper-work. Chip leads the industry in City Hall, Albany, and Washington on critical lead paint policies, and serves as owner’s eyes and ears on the alert for new threats to housing. Today, CHIP is fighting more property tax increases.

 

CHIP ’s monthly newsletter, the New York Housing Journal, frequent membership meetings, and special mailings keep owners updated on industry concerns and involved in solutions. CHIP’s board consists of property owners with hands-on knowledge of the business; CHIP is comprised of Owners helping Owners.

 

Key Responsibilities

 

The Community Housing Improvement Program (CHIP) seeks an experienced Executive Director (ED) to lead a Property Owners’ Organization that focuses on rent regulated multi-family housing in New York City.  CHIP focuses on educating its members on the latest developments in the industry and attempts to provide information to City and State entities and officials on industry related issues.

The Executive Director plays a critical role as the public voice for the organization.  The ED serves as a thought leader for initiatives affecting the organization’s members.  When it comes to issues that are pertinent to CHIP’s members, the Executive Director aims to ensure – through opinion articles or editorials – CHIP’s stance regarding the topic.  Additionally, the ED assists in developing CHIP’s strategy to approach local/state politicians regarding initiatives which may affect the members of the organization.  The ED must be comfortable publicly expressing his/her concerns surrounding topics pertinent to CHIP’s members, even if his/her opinions are in opposition to politicians.

The Executive Director will report directly to a Board of Directors and Executive Board, consisting of owner members. The ED will be responsible for supervising a staff of four full time employees, including a general counsel, a staff attorney, a Communications and Events Manager and an Office Manager.  In addition to these supervisory duties, the Executive Director will be responsible for:

  • Articulating and recommending goals and a strategic vision for CHIP to the Boards and overseeing their implementation;
  • Oversight, including direct involvement, of fundraising to support the organization and its policy initiatives;
  • Supervision of member education and outreach programs;
  • Developing and supervising outreach to City and State officials on industry related issues; and
  • Managing contractual relationships and affiliate agreements.

 

Professional Experience/Qualifications

 

  • Minimum of ten years of experience in managing an industry organization or equivalent experience.
  • An undergraduate degree is required.
  • Experience in the field of multi-family real estate, particularly in the rent regulated sector, is preferred.
  • Given the current political climate in New York City and State, a candidate with at least some political experience is strongly preferred.
  • Ideal candidate has proven experience in setting and achieving strategic objectives while managing/staying within budget.
  • Ability to articulate and demonstrate strong written and verbal communications, with innate interpersonal skills to help influence and inspire confidence and work successfully with varied audiences.
  • Ability to work easily across all levels; comfortable dealing directly with the Board of Directors and other members of senior leadership teams.
