Position Title:  Facilities Manager

 

Department:   Hubbell Apartment Living

 

Reports To:     Regional Manager

 

This is a full-time, senior-level position with work regularly being performed in an office setting.  The position is exempt and requires the ability to work during nonstandard hours when the need arises. 

 

The facilities manager is responsible for managing the design, planning, construction and maintenance of equipment, buildings and other facilities. The position plans, budgets and schedules facility modifications, including estimates on equipment, labor, materials and other related costs. 

 

Duties and Responsibilities

 

  1. Makes recommendations to regional managers on the maintenance needs of the entire portfolio.
  2. Develops and maintains relationships with vendors, negotiates pricing, collaborates on approved vendor list, keeps vendor list updated and publishes the list for the properties.  Approved vendor list includes, but is not limited vendors who offer the following services:  carpet, paint, common area cleaning, unit cleaning, plumbing, maintenance suppliers, etc. 
  3. Develops scope of work for capital improvements/portfolio services and seek out qualified contractors to bid the work.  Understands prevailing rates for all construction work/services and ensure competitive rates are received for quality work.  Annual service contracts include, but are not limited to snow removal, lawn care and pest control. 
  4. Supervises and provides direction to vendors and contractors with regard to capital improvement projects.
  5. Supervises the progress of construction activities on a regular basis to ensure plan is following established timeline.
  6. Initiates recommendations for appropriate policies and procedures as they relate to effective and efficient maintenance operations including those for staff, contracted services, and contractors.
  7. Communicates effectively with the parties responsible for completing various phases of the project.
  8. Makes regular trips to sites to oversee construction activities to include bid walk, pre-construction walk, in-progress site visits, punch walks and construction closeout.
  9. Manages the communication of construction status updates to include any issues that will impact project cost, quality or timely completion.
  10. Coordinates the efforts of all parties involved in the project, including consultants, contractors, sub-contractors and laborers and internal stakeholders.
  11. Tracks and resolves internal warranty issues, ensures that external issues are completed.

  1. Develops, implements, and maintains a preventive maintenance program within the confines of annual budgets    .
  2. Handles emergencies, major problems, or issues of major consequence affecting the portfolio.
  3. Ensures that all Federal, State and County Health and Safety Codes, Laws, and Standards are adhered to.  Monitors property safety inspection reports and follow-up as needed.
  4. Implements and oversees inventory program to track parts, supplies, tools and equipment.  Conducts periodic site audits to ensure compliance.
  5. Develops and maintains a comprehensive training program/manual for maintenance staff to include property-specific information regarding laundry room systems, limited-access entry systems, office alarm systems etc. 
  6. Manages unit appliance replacement procedures, appliance replacement workflow, and appliance rebate process.  Ensures appropriate disposal procedures are followed in compliance with federal, state and local regulations. 
  7. Manages certifications and licenses required for maintenance staff across the portfolio including but is not limited to CPO, mold remediation, lead-based paint remediation, etc. 
  8. Tracks vehicle mileage and maintenance schedule of all company-owned vehicles. Audits house accounts for fuel usage and maintenance costs.

 

Budget

  1. Assists with preparation and monitoring of budget expenditures for capital expenditure accounts.  Prepares/manages annual capital plan for building systems, structure, parking, grounds, etc.  Assists with development of fiscal-and long-term operations and capital budgets in conjunction with owners and property management.
  2. Updates and maintains records for all maintenance alterations and modifications made to building systems (HVAC, EMS, plumbing, electrical, mechanical, etc.).

 

Personnel

  1. Ensures operating personnel have the necessary tools to handle assigned tasks and that OSHA, EPA and other applicable standards and safety procedures are being followed.
  2. Coordinates and implements training for technicians to ensure each maintenance technician is given proper training and cross training.

Special Requirements

  • Minimum five years’ experience in property or construction management emphasizing maintenance/facilities management including first-hand experience with capital improvements, construction and/or property maintenance.
  • Bachelor’s degree in facility management, construction management or construction engineering preferred. 
  • Must hold or be willing to obtain the following certifications:  CPO, HVAC-EPA Universal, Mold Remediation, Lead Abatement.
  • Microsoft Office skills including Word, Excel, Outlook required.
  • Ability to work independently.
  • Good negotiating and communication skills, ability to be proactive and react quickly when situations arise.
  • Excellent organization skills with strong ability to multitask.
  • Strong leadership and teambuilding abilities.
  • Valid driver’s license and a clean driving record required.
  • Travel to property sites as required.
  • Mobile phone with data plan is required.
