The Capital Projects Manager’s (CPM) primary work is to manage and support the contracting, procurement, and construction oversite of Yerba Buena Gardens team. This full-time exempt position reports directly to the Director of Operations and Capital Projects.  

Job Responsibilities
The CPM is responsible for:

  • Coordination, administration, planning, and oversight of Conservancy’s capital projects.
  • Creation, implementation, and compliance with the Conservancy’s Financial Procurement Policies and Procedures – IFB, RFP, RFI, etc. Develops construction public bids and administers selection of qualified bidders, contracts, solicits cost proposals from contractors, material suppliers, etc.
  • Direct supervision of project architects, engineers, contractors, and subcontractors to ensure safety and compliance.
  • Conducts routine construction and property inspections for quality and plan compliance, public safety, creates inspection reports, and punch lists.
  • Preparation and maintenance of written records of project review meetings, schedules, field observations, project status reports, and other project tracking.
  • The review, revision, compliance, and distribution of drawings, submittals, IFBs/RFPs/RFIs, reports, studies, and other pertinent project documentation.
  • The review and evaluation of contractor payment and change order requests. 
  • Assists general contractors with solicitation of all required permits and public agency approvals such as building, fire, planning, health, etc.
  • Management and support of contractor compliance with Conservancy’s Financial Procurement Policies and Procedures; City and County of San Francisco financial policies and procedures, prevailing wage, MCO, HCAO ordinances; and ensures all contractors complete the City’s Certified Payroll process-LCP Tracker.
  • Ensuring the accuracy of the Conservancy’s Capital Assessment Planning System. Routinely add, edit, and update essential asset data.

Minimum Qualifications

The CPM must possess the following abilities and qualifications:

  • 5+ years experience in architecture, engineering, public works, and/or construction.
  • Required experience with:
    • project budgets, tracking expenses, project reports.
    • reading and discussion of construction drawings and documents.
    • oversight of general contractors and consultants. 
    • City agencies, especially with permitting authorities.
    • waterproofing systems, building envelope construction, mechanical and electrical systems, landscaping.
    • Microsoft Word, Excel, Project, and Outlook.
    • developing RFP and other project documentation needed to facilitate project scope, goals, and deliverables.
  • Ability to:
    • assist with other projects tasks as required.
    • work unsupervised and within a team.
    • manage multiple projects simultaneously.
    • meet physical demands of the position – a lot of walking.
    • lift to 50lbs.

The Work

Program, operate, maintain and improve the publicly owned open spaces, cultural facilities, and related components of San Francisco’s Yerba Buena Gardens, working in conjunction with the Garden’s nonprofit cultural organizations, commercial tenants and the City and County of San Francisco, for civic and public benefit and enjoyment by the City’s visitors and residents.   
 

The Gardens

Yerba Buena Gardens is a civic treasure in downtown San Francisco with more than five million annual visitors. As the centerpiece of the City’s cultural, convention and visitor district and part of the rapidly growing Yerba Buena neighborhood, Yerba Buena Gardens is an urban oasis of cultural organizations, landscaped lawns, extensive public art, dining, cafés, and award-winning architecture built above and around Moscone Center. With five-acres of landscaped space, the Gardens hosts the Yerba Buena Gardens Festival with more than 100 free performances annually, and is home to the Dr. Martin Luther King, Jr. Memorial and Fountain, Yerba Buena Center for the Arts, the Children’s Creativity Museum, Yerba Buena Ice Skating and Bowling Center, South of Market Child Center, historic LeRoy King Carousel, as well as a children’s area with a learning garden and playground. It is a place rooted in inclusivity where all can come to relax, celebrate, and be inspired. 
 

Structure & Governance

The Conservancy is governed by a Board of Directors representing a cross-section of community members, civic leaders, and City appointees. The City provides oversight as landlord, auditor and technical advisor.
